Sam Leroy  is called to a hit and run, which has left two dead and more injured.

It soon becomes a murder investigation when street cameras show the vehicle being deliberately driven onto the sidewalk.

 

Leroy looks at the case from two angles, one being to identify the vehicle and its driver, the other being the victims themselves, and who is the most likely target for murder.

 

One victim stands out from the rest: his personal and professional lives suggest he is the most likely target, but when Leroy and his team begin to delve into the man's background, they find themselves in the murky world of politics, deception, and secrets.
